Development Adjustments Commission

The main topic on the agenda concerned at the August 3 public hearing of the Development Adjustments Commission (DAC) was a conditional use request by Ten Ninety Brewing Company (“Ten Ninety”) at 1025 Waukegan Road. Ten Ninety has an existing indoor craft brewery and restaurant use in the D-D Downtown Development District.
The matter was continued until Wednesday, August 17, 2022.
The result of the meeting was that ownership of Ten Ninety and the neighbors were encouraged to meet to find solutions. The Village Staff stated that they would work on this.
The good news from Wednesday night is that none of the DAC members rolled over and let this business do whatever they wanted to do. This was a refreshing change for Glenview.
At the hearing, the DAC took up issues raised by residents such as noise, the number of outdoor seats, composting (rats), and the business’ overall treatment of its neighbors.
The DAC Commissioners asked tough questions, which was atypical of how the Village of Glenview operates. Most of the time, these are new construction cases that are within the purview of the “New Development Commission”, the successor to the “Plan Commission”, not the DAC.
As an example of a typical Glenview handling, in 2016, a “Conditional use” was approved to allow construction of a Culver’s Drive-Thru / Retail Building at 1727 Waukegan Road. In that case, neighbor objections were downplayed or dismissed by the Village Staff. Village Staff advocated on behalf of the developer. That was the result of a July 26, 2016 meeting at the Plan Commission (3-0, 2 members absent).
Similarly, on 1850 Glenview Road, even though Village owns this property, the developer never worked with neighboring property owners. Instead, the Village Staff worked with the developer to help him maximize his profit, including rezoning the property to build a larger building.
In reading over the Ten Ninety materials, it looks like a replay that I have seen many times throughout the Village: neighboring residential property owners who already have issues with a business as operated currently, their comments duly noted, and that appears to be the extent of the Village Staff’s efforts on behalf of its neighboring residents.
If the Village can do this to the neighbors around 1025 Waukegan Road or 1850 Glenview Road, they can do it to you.
